These lines (and others like them) are wrong - you only specify
three policies and two exit code groups, but the sanitizer requires
four policies ("clean", "cleaned", "infected" and "unknown") and
three exit code groups (ll but the last policy (unknown) require a
list of exit codes).

This is probably what you meant:

  file_list_1_scanner = 0::100:/usr/local/inoculateit/inocucmd.sh %FILENAME
  file_list_1_policy = accept:save:drop!:save

Note the extra ":" and the additional "save" policy.
